Correct. The NIL laws going into effect in many states is what's putting immediate pressure on NCAA, not the SCOTUS decision, which didn't reach NIL.

Still, without the hammer of federal antitrust law, the NCAA might be more high-handed with state legislatures. NCAA is accustomed to telling state governments what they're allowed to do, not the other way around.
