White people have been allowed to put Jim Crow restrictions on voting rights since 2013. Black people being able to *overcome* so far, is why white people are stepping up their efforts now.

The argument goes that all of the actions to suppress the vote have been extra powerfully overcome, despite their continued suppressing impact. Turnout would be THAT MUCH higher, that's how suppressing they are.
