The government should not be banning teachers from assigning or neutrally discussing a concept just because it might promote feelings of resentment by one group toward another.

It is not correct that state legislatures are free to decide what cannot be taught by school districts. The schools can decide for their specific schools, but that is the only governmental level involved. The first amendment’s guarantee of free speech overrides censorship.
