Vaccine passports are a bad idea sold badly, but in the unique setting of cruise ships - people cooped up together at length, hard to get sick people swiftly off the ship, history of shipboard outbreaks - the cruise lines should have the right to require proof of vaccination.

I get why governors who are trying to draw a line in the sand on this issue are staging a public fight with the cruise lines, but they really would be better served just exempting them from the no-vaccine-requirements laws.

And then it'll be sports events because, you know, people sit near each other (far more than on a cruise, honestly). And airplanes even though spread is non-existent on them. And then movie theaters. No one is interested in losing another battle by attrition.

It's not hard for a minimally competent leader - and DeSantis and Abbott are surely that - to just exempt the cruise lines on the basis of the unique nature of their business. Before you decide to die on a hill, you might not want a third of your force planted on the plains.

the question is why you'd want to make one exemption, for cruise lines, and not for sports venues, bars, concerts, political rallies, etc. Cruise lines don't vote. Their patrons are mostly out of state. There is no reason to give anyone a break when they didn't require a flu vax.

Because cruise ships keep people cooped up together for much longer periods, face more serious problems if they have shipboard outbreaks, & typically visit multiple ports of call with conflicting regulations. Different practical & legal regimes involved.
