I get why governors who are trying to draw a line in the sand on this issue are staging a public fight with the cruise lines, but they really would be better served just exempting them from the no-vaccine-requirements laws.

That's a legit concern, makes this a tricky issue. I feel for the cruise lines, and for people who are concerned about security.
