Yes, but in almost all cases the head of government is elected by a coalition of peklke who won the popular vote. Canada excepted.

No, it isn't, because elections aren't a sports match. Their primary purpose isn't to allow candidates/parties to compete, but to enable the population to choose and legitimise their government. Voters aren't points scored, they're political agents choosing their leaders.
