There is always bureaucratic resistance to elected officials. Just read the intriguing recent
@axios article about the relationship between Trump and DoD during the end of his presidency. -
Many conservatives also believe in judicial activism. Even
@GeorgeWill, a NeverTrumper, supports judicial activism to overturn legislation that allegedly expands government too much. Both parties want the judiciary to protect their own policies but strike down the other party's.
