If the need were that pressing, it would have been done by now. Beyond that, 7 of those 13 "new" states don't even have 2 million people. 6 don't even have 1.5 million. That's not exactly a heavy caseload from those new states.

Nine of those 13 states sent two GOP Senators to the 114th Congress, which prevented Garland from being voted upon. If these states have an impact on who can get a confirmation vote, then they can have an impact on the number of justices.
