Before you ask accredited scholar on the issue for their definition, why not provide yours. You haven’t defined “actual voter suppression”, snd based on your previous positions I’ll just assume you mean it isn’t voter suppression unless it affects white ppl.

Voter Suppression: Any policies enacted by elected officials creating voting requirements that, by their implementation, would present voters with an obstacle to voting that does not meaningfully increase the actual (not perceived) security of the vote.
