Note his plan is to "raise a lot more tax dollars' -- HOW he does it seems less important than the idea that we voted a 30% increase in taxes to build more roads, which I'm pretty sure did not come up at all in the campaign last year.

I mean, doesn't the current federal excise tax on fuel (18.3 cents per gal gasoline/24.3 on diesel) effectively do the same thing (at least on vehicles that use combustible fuel)?
