I’d love to hear the originalist, federalist and textualism arguments for why the federal government can not only unilaterally dictate state boundaries but then create new states out of the disputed territory without the state’s consent.

The special status of the District of Columbia is spelled out in the Constitution in Article I, Sec. 8. How that has any logical connection to the states' early cession of western lands for territories is a mystery to me.
