That’s fine, then exempt all permanent District residents from all federal taxes and laws on which their representatives do not get a vote. It would only take a majority vote too. Oddly, this would mean they would be subject to executive orders since they can vote for President.

More constitutional reasons, than practical. Most capitals on this planet, even in federal states do not have territory or similar status. Yet it is a status, which has served the US well for more than 200 years, that should also count.

The US is basically unique among democracies in disenfranchising people who live in their capital city. Some countries have federal districts but they universally have representation in the lower house and, where applicable, the upper house.
