Problem #4 is that no party serious about a deal on voting/elections would roll it into a megabill with campaign finance, political speech, redistricting, restructuring the FEC, etc.

Well, that's just a product of the operative belief--which your views underscore--that no deal is possible on voting rights/election administration with the modern GOP. That's seem like a reasonable inference to draw.

Most of these problems would be solved if election administration just followed the best practices found in a few states--including AZ, although that is now in danger.
