Problem #2 is that Dems want something polar opposite from what Rs want: to destroy the voter registration system as a basis for ensuring one-eligible-voter-one-vote.

Problem #3 is what happened in Pennsylvania: Rs cut a deal, Ds pocketed the parts they liked, then got friendly courts to throw out the parts they didn't.

problem--that leaves these decisions to the most cynical, power retaining pols--whether out of pure machine incumbency, eg, NYS frequently or reactionary retention of dominance by a waning white demographic. In some cases, those people will * never* be thwarted.
