        I seem to recall a lot of negative coverage of one child policy in early 80s; then supposed economic liberalization; then 1989.

        Mao's death in 1976 and Deng's ascent could have pushed the 1970s numbers up. Not sure what China might have done to push then 1980s down either. As another response noted, it would be good to have more data points then.
