FDR navigated tricky political waters in 1939-41 with respect to preparing the US for war. He took large risks. Without Lend-Lease and the Navy's extension of patrols to the mid-Atlantic, the UK would have collapsed. Clinton, by comparison, did almost nothing of consequence.

Yeah, FDR's wartime leadership is the most important aspect of his presidency, but also the hardest to quantify or rate against what a different president would have done.

In terms of policy, Clinton did the least damage. But Clinton's behavior harmed the country. The Democrats sacrificed every principle they believed in to support him. The GOP took notes and and stopped believing in character as well.
