The issue is that we no longer have an agreement on which virtues to share. It's a culture of self-righteousness.

We still have shared virtues. Politicians and media have tried to convince us we don't, but hopefully we won't all fall for it.

It's one reason why monarchy works reasonably well (and can be so appealing to people lacking in virtue) though: a strong-willed, virtuous monarch can do a lot to carry a people lacking in basic virtues.

Authoritarian systems have more success compelling desired behaviors. Not saying I want to live in such a system, but they do emphasize stability and it shows. The price is less freedom, gulags, etc.
