By the outbreak of WWI, Britain was the last country in Europe that did not require passports. Anybody could enter or leave the country, or stay as long as they wanted without papers.

Pre-1914 Britain had the essential characteristics needed for open borders to work: (1) high native birthrate, (2) robust economic growth, (3) high civilizational self-confidence, & (4) minimal welfare state.
