They were at the right apartment. They were looking for a murderer with firearms convictions who had been there multiple times in the previous months. Also, it's been confirmed that they knocked, although there's dispute over whether they announced that they were the police.

The problem IS how they reacted on the spot- and that reaction was heightened by the way they decided to go about their work. They put themselves in a place of high stakes that they were not equipped to handle. Their behavior was predictable, meaning it can't also be unintended.
