Just curious, what American politician in our history hasn’t been accused of governing as a “partisan” or “ideologue”?

Andrew Johnson ran on unity ticket with Lincoln in 1864. They were nominally Republican, though Johnson had been Tennessee Dem who remained loyal to the Union. Upon becoming President he quickly became man without a party. Similar path for John Tyler after William Henry Harrison.
