It wasn’t the frozen baltic, it was the Royal Navy chickening out like they would do again in 1915 before Gallipoli. It was completely doable but they were afraid for their ships.

Well, it being frozen a good part of the year reduced the window. Also they failed to get Sweden to join the war.

The weird thing about this war is that everyone remembers the charge of the Light Brigade, but the war was a disaster for the Russians - not the Brits. (A bit like the Somme & WWI)

Another interesting tidbit (if I remember correctly): Brits & French were using smokeless powder, while Russians were still using black powder. This technological advantage was a game-changer.
