Seems like the easy way to fix that would be increase the House to 437 members - one for DC, one more for whatever state was closest to getting one more after census. Otherwise, either the House has an even # or the EC does.

Can't be fixed with expanding House either unless you're willing to have an even # of House seats

Could fix by making DC and Puerto Rico states with one House seat added for each of them.

But Congress could change this by adding representatives. (which would make the House even, possibly causing a different problem)

Well, for some time until then, yes, but it’s worth noting that of the 31 presidential elections before the large expansion of the House in 1912, which took it to its present size, a majority, 16, had an even number of electors.
