No, they shouldn't. They would be unwise to make these changes over many millions of Americans who disagree with those ambitions. They should, instead, try to devolve more power to the states and reduce the size of Federal Government. Let CA be CA and UT be UT.

I have a relative (called "Sam" here) that always used to lose at family board games. Sam wanted to change the rules of the game, & that was allowed. Sam still lost when playing board games. Finally, some family members (not me) conspired to let Sam win occasionally.
