Certainly this was documented anecdotally in 20th century Chicago, including in a grand jury report on the 1982 gubernatorial election, and repeated in the 1987 mayoral primary. But is it true today? /2

If it were true, no matter how airtight the conspiracy, there would be statistical markers left behind. Take all the close elections in states and congressional districts with urban areas. /3
