In states with Senate races in 2016, there were 1.8 million more votes in the presidential race than in the Senate races. Across the 30 large & contested states I checked in 2016, there were 6.3 million more votes cast in POTUS than in House races. Yes, it is normal. Just as it is normal that many people who vote in presidential years do not show up during midterm elections.
