Sort of, but deadlines for a *receipt* of a mailed ballot in a period of stress for the postal services create a lot of contingencies that don't obtain with deadlines for *postmarking* a ballot.

Even postmarking is not an instantaneous process; it requires action by the local Post Office. No matter what your deadline is, it is a deadline that requires the voter take steps to meet it.

Deadlines weren't deadlines when it came to counting overseas ballots for Bush in the Florida recount. Not only did they arrive late, some of them were *postmarked* late but a Republican-appointed judge allowed them because "muh troops". Sick of Republican double standards.
