No, it's a perfectly reasonable distinction - a natural consequence of divided vs united government. POTUS always makes a nomination. POTUS' party always confirms. Opposing party wants to oppose, can only get away with holding the seat if the nomination is in an election year.

Not an election-year nominee. He was Reagan's third nominee for a vacancy that had been open since June. Democrats had exhausted how long they could reasonably hold the seat open.
