A majority of the Senate decided against the Garland nomination. Once that decision was made, a floor vote would just have been for show, anyway. I agree that refusing to consider Garland was a collective decision by Republicans. I don't accept the claim that this collective decision can be deemed a rejection of Garland's nomination on the merits, equivalent to voting him down on the floor. We'll have to agree to disagree.
