I don’t think they’ll let him win the popular vote. He lost it by roughly 3 million in 2016 and could have chipped away at that significantly since then. And if he loses it again they can continue their electoral college bashing.

California being so blue doesn't help Trump a bit. Those three million votes by which he lost the PV in '16 came from there.
