This is one where I like the Canadian rule of a Supreme Court reference. The government can ask our Supreme Court to rule in advance of a specific legal dispute arising(most commonly to ensure that a major legislative initiative won't be overturned). It's surprisingly useful.

And it'd fit naturally here too. Ask "What would happen if [plausible electoral catastrophe]?", so that the decision is less rushed and nobody is blindsided, and fewer can accuse it of being partisan.
