All prior expansions of the Supreme Court between 1802-1869, whatever their other ideological motivations, responded to practical needs driven by circuit riding & expansion of the territorial USA. There is no pretense today that any such thing is needed.

Twelve justices, staggered 24 year terms, one chief justice for life=13 justices. It's a pretty reasonable proposal actually, historical links to circuit-riding notwithstanding.
