There's a simple solution to equal suffrage in the Senate: amend the Constitution. You only need 50 states to ratify.

Technically, I think you'd only need 38, as long as the 38 included every state with a below average number of senators. A state can't be deprived of equal Senate representation without its consent, but it can get extras without its consent, if the amendment passes otherwise.
