As recently as 2009, Democrats had 15 more House seats than if they had their proportionate share of the national House vote. That's not all gerrymandering, some of it's the nature of WTA elections, but they still had an edge, w/o that edge, no Obamacare.

In the real world, Congress is not a single entity, but is made up of two chambers, which are often opposed to one another; and if there was no Constitutional reason it could not be re-enacted, then there was no Constitutional reason to dismantle *any* of the Voting Rights Act.

SCOTUS decided it had no legal framework from which to proceed. That's different from sticking with precedent. They didn't agree with it, but had no way to define fixing it.
