Absolutely true. Some entailed partisan point-scoring. But low-temperature precedents aren't particularly persuasive. For every Peter Daniel there's a Howell Jackson. In other words, it's not really about precedent in any binding sense. Ultimately it's about who has the votes.

I don't claim it is driven by precedent, merely that precedent supports the use of Senate power in each case & offers no case for restraining it.
