What’s wrong with repeal? That’s the most democratically accountable thing. That’s your program to regain power. “If you vote for us for Congress and the presidency, we will get rid of all this terrible stuff.” So you’re then elected and, with no filibuster, you can do just that.

But nothing has a strong consensus anymore. Madisonianism could be not imagine hyper partisan parties; it didn’t allow for any parties at all. Forget that—we have a presidential system with parliamentary parties and we should change incentives accordingly.

Correct. Turns out when Republicans try to repeal stuff, it’s obvious that the benefits help the masses and the public pressure makes it almost impossible to do. No reason to sunset laws, though. Try having popular policy goals for once.
