True, many of them were not states at the time, but so what? I don't think that's relevant what he's trying to illustrate, which is Tennessee's relative population size at that time.

A funny way I learned this as a boy is the relative prevalence of Tennessee units in any Civil War game of a Western battle. But it's less surprising when you think in terms of large cities - Nashville and Memphis were both genuine cities, where Ms, Fla, N.C., and Ak. had none.
