I have a townhouse that I rented out until last September, and intended to rent it again after renovation. With the “moratorium” on evictions, I have no incentive to do so, because any tenant has no incentive to pay the rent. They can stay, not pay and I have no recourse.

This is 100% incorrect 1) you are still entitled to rent, and can not only take a tenant to court, get a judgment, and attach liens to applicable property, but also begin the lengthy eviction process; 2) it takes many months to evict someone; there is no immediate effect to you

No, obviously it is not. If a landlord believes the government has taken something of value without providing just compensation, that landlord is free to sue the government.
