Yes, but colleges are a semi-closed eco-system, where administrators can compel compliance to testing and quarantine rules. And isolating the demographic most likely to contract and spread infection from their (older) family members is probably on net a good thing.

A college student that gets the virus on campus keeps it on campus. A HS student that gets the virus at school brings it home to parents and grandparents.
