Honestly, before the media told us this was “controversial”, did anyone think there was anything wrong with this? Presidents don’t do it because they want huge crowds in areas where they need to drum up support. DC... doesn’t fit that mold. But pandemics change things.

It's controversial because the president is not supposed to use the trappings of office for their presidential campaign. There are a lot of rules and norms around the idea that the campaign is supposed to be separate from the job of running the country
