Every debate I’ve seen has been essentially a joint press conference. Debates have had “moments” (GHWB looking at watch in 92, Dukakis coldly describing hypo of wife murder, Reagan’s shaky first and steady second debate in 84, Ford & Poland), but have they ever been substantive?
