It's the same normal it's always been. The Senate can choose to confirm or reject the nominee. Obama could have always nominated someone who was palatable to the party controlling the Senate.

But the Senate didn’t do that. You can’t confirm or reject a nominee you never hold a hearing on. No Republican had to vote for Garland.

Yes you can. No hearing was held on *any* nominee between 1789 & 1916. Hearings are a modern innovation not required by the Constitution.
