It's quite literally not like that happened in 2016. Obama tried to fill the vacancy. That attempt failed, as most cross-party nominations have in election years. But he did make a nomination. Similarly, Trump would also make a nomination. It the Senate consents to this one...

His “argument” is that it’s different than 2016 because senate and POTUS are the same party. His *real* argument is that no exercise of power is too cynical and knavish as long as it’s Republicans doing it.

Historically, that is a very big difference. (For obvious reasons - Cocaine Mitch is hardly the first politician to care about power dynamics)
