Yup. Just like they did with conventional bombing, and with starvation imposed by the blockade. War is hell. It's just sometimes less hellish than avoiding war.

In particular, he didn't seem to get that there was no good division between civilian and military targets with a bomb that big on 1945 Japan. So he tried to spare civilians as best he could, but he was working with bad data because he misunderstood his generals.
