Given that mask rules are typically enacted without due process (in Illinois at least) shouldn't the burden of proof be on those proposing the masking, rather than those who don't want to wear a mask?

"I'm in favor of public authorities encouraging rather than mandating masks where possible." This gets to the heart of the problem. Encouragement will not get it done. We've seen ample evidence of that. It must be mandated or we won't get a handle on this at all.
