Has there ever been a case where a police officer or their department were held liable for violation of a law later determined to be unconstitutional? I think you're worrying about a legal impossibility.

Most lawsuits against police are for violation of existing civil rights under Sec. 1983. I suppose individual states could waive sovereign immunity for other torts, but QI attaches to 1983 claims. And you can't have a 1983 claim revived retroactively.
