If we had a perfect world where Congress could forsee all possible contingencies and interpretations of their bills and forsee all misunderstandings and resolve them all in advance, that might be the day when courts can stop "making" law.

I think another reasonable question is what happens if the Supreme Court knocks QI down on its own as they have a case in front of them right now that could do that? Will congress try to legislatively recreate it?

I've seen nothing to indicate cops would pay personally vs their employer paying (ie their PD). And if cops would not pay personally, is there evidence that eliminating QI would reduce bad acts by cops – which presumably is the ultimate goal?

This is the key question. We're really just sticking taxpayers with the tab again. It's not like it comes out of the cop's pocket, and if it did, who'd be a cop?
