1. The roots of modern policing date back to 18th century France, both pre- and post-Revolution. The first modern police force in the USA was established in Boston in 1838, after the establishment of a professional police force in London in 1829.

3. Change to police practices to get more effective enforcement and/or less cost in individual liberty has been an ongoing process since the 1830s. It should continue today. The way to do that is not to throw out the cops or torch our cities.
