The assumption here is that the number of police officers will remain constant. Clearly, one of the issues now is that standards are being relaxed letting in people that never used to make the cut. And numbers are still tanking. At what point will people just stop applying?

Why not all curtail all public employee unions while we're at it? Racial bias must exist in areas outside the police departments too, right? That inspector who grades one business more harshly? That clerk who might favor one person's paperwork over another?
