Reopening, like closing, has always been a debate about balance, not a debate about absolutes. Life matters; so does liberty (including religious liberty); so does economic survival. None of these are things one imperils lightly. When they conflict, it calls for careful judgment.

And sometimes, judgment means "let individuals decide what risks to take for themselves." If it's safe for society as a general matter but not safe for every individual, that argues for reopening & letting individuals make the call.
