Why? If the college board is not administering the test then how can it be used as a requirement. Most juniors would be taking the tests right now.

I dunno, from a strictly fiscal perspective, wouldn’t it be better to get a mess of underprepared freshmen who pay for (at least) a year’s tuition before they drop out? Everyone gets paid regardless of results!

SAT/ACT testing requires facilities, proctors, and graders, not to mention ancillary services such as tutors. how would you propose this be handled responsibly while doubling up the number of test takers?

It kind of depends on the university. Most public universities aren't selective enough for the SAT/ACT threshold to matter that much.

And people don’t get that this actually hurts kids that move a lot. Military kids get hit especially hard with GPA issues as well as leadership opportunities. Sometimes these tests are the only thing they have to distinguish themselves.
